アカウントにクレジットカードが登録されていません。

原因

発送依頼は確定時にカードの与信（オーソリ）を確保するため、カードが登録されていないアカウントでは依頼を作成できません。

対処

利用者に yubin.app でカードを登録してもらったうえで、依頼の作成からやり直してください。
